Provisioning starts with jurisdiction. Before any document is submitted we align the identity, the address footprint and the network origin to UK, because a mismatch between those three signals is the single most common reason a profile is later frozen. Everything downstream depends on that alignment being correct from the first session.

Identity review follows.
